Personal Details
Born on the 22nd of March 1938 in the Emirate of Ajman, H.E Rashid Abdullah Al Noaimi is married and had nine children.
 
 
Academic Background
 
He travelled to the State of Qatar and received his extensive education. He moved to Egypt to continue his higher education and obtained a Bachelor’s degree in Petroleum Engineering from the University of Cairo in 1967.
 
 
Professional Milestones
 
He started his career as the Deputy Director of the Petroleum Affairs at the Department of Petroleum and Industry Affairs in the Emirate of Abu Dhabi on the 1st of November 1967. Later he became the Director of Petroleum Affairs. On the 26th of January 1971, he was appointed as the Director of Information and Tourism Department in Abu Dhabi. He later served as Undersecretary of Information and Tourism for the United Arab Emirates in 1972.
 
On the 8th of November 1977, he was appointed as the Minister of State for Foreign Affairs before becoming the Minister for Foreign Affairs on the 20th of November 1990. He served the country in that capacity until the 20th of February 2006.
 
 
 
Major achievements
 
During his long career in the foreign affairs of the country, he stood out in the field of international diplomacy as he was best known for his political skills and therefore was the best representative for the country in all official circles whether on the national, international or Arab level.
He is considered as one of the best political and cultural analysts in the United Arab Emirates and has several significant contributions in the local and Arab media organizations. H.E. Rashid Abdullah Al Noaimi played a vital role as one of the prominent pioneers of the literary and intellectual movement in the UAE. Furthermore, he introduced the literary novel in the country when he wrote the first novel titled, Shahenda. Hailing from the ruling family of Ajman, he is an excellent diplomat credited with the success of mediation efforts between neighboring Oman and South Yemen in the late 1980s and between other Arab states. He is an Arab nationalist.
He was one of the main promoters of the union in the late 1960s and the early 1970s.
 
 
Contributions to Healthcare Services
 
He contributed in emphasizing the vital role of businessmen in fighting diabetes, a chronic illness that threatens the lives of many residents in the country. His Excellency contributed financial support to the establishment of Rashid Centre for Diabetes Treatment and Research in Ajman to serve the citizens and the UAE in general. Rashid Centre consists of seven sections including the general diabetes treatment, nutrition, and physiotherapy, eye diseases that are related to diabetes, diabetic foot, the research community, and the clinical trials for diabetic patients. 
The Centre also includes a large sports hall supplied with the latest stateof-the-art equipment. The Centre was opened on the 7th of June 2010 by H.E. Rashid Abdullah Al Noaimi, Member of the Supreme Council and Ruler of Ajman, in the presence of several ministers and guests. Rashid Centre for Diabetes and Research is considered a true addition to healthcare in the UAE and is one of the leading specialist centers in the Middle East. It is also the only Centre that combines the treatment of two linked diseases - diabetes and obesity.
 
The Centre provides preventive and treatment services for obese and diabetic patients based on the highest global standards. It is considered a national reference for diabetes and obesity and it trains medical staff within the UAE in line with the best international expertise.
The Centre carried out extensive scientific research in epidemiology, genetics, and clinical issues. The Centre organizes lectures to educate parents on diabetes prevention and methods to teach patients how to live with it. Rashid Centre for Diabetes and Research is considered a significant step for strengthening the overall strategy of the UAE’s Ministry of Health and expanding the scope of health services for citizens and residents in all areas, especially in dealing with diabetes and associated disorders attached to it such as obesity by all means possible. The Centre operates according to international management standards, facilitating the execution of operations in a centralized and easy manner. The Centre relies on advanced technical systems to keep an electronic record of patients’ private information.
The Centre also features an exclusive laboratory to carry out general medical tests and examinations to enable obtaining results within 40 minutes and transferring them to the physician prior to his meeting with the patient. Subsequent to that, the physician meets up with the patient, informs him/her of the optimum way of treatment and then prescribes the proper treatment.
Therefore, H.E Rashid Abdullah Al Noaimi deserves the Hamdan Award for Individuals Working in the Field of Medicine and Health.
