Dr. Khalil Qayed is the Advisor to the Training and Development Center at the Ministry of Health and Prevention in the United Arab Emirates since 2015.

He received his Bachelor of Medicine and Surgery in 1974, then his M.Sc. degree in Dermatology and Venereology in 1977 from Cairo University. In 1981, he obtained a Diploma in Dermatology from the University of London, then a Doctorate in Dermatology from Cairo University in 1987.

Between 1987 and 1992, Dr. Qayed was appointed as Assistant Professor in the Department of Internal Medicine at the College of Medicine and Health Sciences at the United Arab Emirates University. He was among the first few UAE national faculty members in the college. During this period, he contributed to both the academic and clinical field through his work in the Department of Dermatology at Tawam Hospital.

In 1992, Dr. Qayed joined the Ministry of Health working at Kuwait Hospital in Dubai (Al-Baraha) for 10 years, where he held the position of Consultant and Head of Dermatology and Venereology Department, and worked as a Director of the same hospital as well.

In 2002 to 2006, he joined the Dubai Health Authority as a consultant and head of the Dermatology Department at Rashid Hospital, where he was involved in training and education. He developed seminars and scientific activities to improve the skills of the doctors working in the department, and to encourage them to join the Arab Board program. It is worth noting that these activities had attracted physicians from the private sector and played a role in refining his interest in medical education.

Late 2006, he was elected as Secretary General of the Arab Board for Health Specializations (ABHS) which required him to move to the headquarters in Damascus, where he worked from 2007 until 2009. He returned to the Dubai Health Authority to become the Dean for Postgraduate Studies in the Department of Continuing Medical Education. He then was appointed as the Director of the Medical Education Department, where he continued development and expansion of residency and training programs, particularly Residency programs in addition to other programs. These included the management training programs for leadership and executive groups, diplomas of "innovation and customer service" and other courses for Family physicians, Dentists, Nursing and Allied health sciences, besides facilitating internal and external scholarship programs for the staff of Dubai Health Authority. During his tenure, the Medical Research Ethics Committee was established, and he became the first Chairman of this committee. He served on many committees, Chairing the Central Medical Records Committee, the Advisory Committee for Promotions, in addition to the membership in a number of other committees as well.

He was a member of the Higher Scientific Committee to establish the Emirati Board and is currently a member of the Advisory Committee of the National Institute for Health Specialties.   

In 2015, he was appointed as an Advisor to the Training and Development Center at the Ministry of Health and Prevention where he still leads the development of Residency programs along with a number of other tasks such as:

  • Head of the Regional Committee for Health specialties, which coordinates the relationship between the Health Authorities in the UAE and the Arab Board for Health Specializations in the scope of enrolling of trainees, following up on the continuity of their training, and the accreditation of health facilities for the purpose of training and accreditation of training programs
  • Coordinating the scholarship and admission of UAE doctors for postgraduate studies in France.
  • Head of the National Health Research Strategy team which follow up on the establishment of the National Health Research Center
  • Membership of the Supreme Council of the Arab Board for Health Specializations representing the Ministry of Health and Prevention
  • Membership of the Executive Office of the Arab Board for Health Specializations
  • Membership of the Advisory Committee of the National Institute of Health Specialties (Emirati Board)

In recognition of his outstanding contributions, Dr. Khalil Qayed is awarded the Hamdan Award for Honoring Individuals Working in the field of Medicine & Health, for the 2019-2020 term.
